2025 INTERIM PERIOD FOR KY GENERAL ASSEMBLY

The 2025 Interim period of the Kentucky General Assembly will officially begin tomorrow morning, Tuesday, June 3, as lawmakers return to Frankfort for a summer and fall dedicated to reviewing policy issues, studying emerging challenges, and preparing for future legislative work. Interim joint committee (IJC) meetings and newly approved task forces will allow legislators from both chambers to hear from experts, gather public input, and review the implementation of current laws.
A primary focus during the interim period will include the early stages of work on the next biennial budget and road plan, led by the IJC on Appropriations and Revenue, co-chaired by Sen. Chris McDaniel, R-Ryland Heights, and the IJC on Transportation, co-chaired by Sen. Jimmy Higdon, R-Lebanon.
Week One Schedule of Meetings | All times Eastern
TUESDAY, JUNE 3
11 a.m. - IJC on Education, co-chaired by Sen. Steve West, R-Paris. Items on the agenda include Kentucky's new assessment and accountability model, educational leadership opportunities with the Kentucky Department of Education, Green River Regional Cooperative, Kentucky Chamber of Commerce, and Kentucky Association of School Administrators, and federal education policy and its impact on states.
1 p.m. - IJC on Transportation, co-chaired by Higdon. Agenda items are the implementation of 2025 legislation, including the medical review board, work zone enforcement, local assistance road program, and third-party issuance of identity documents.
WEDNESDAY, JUNE 4
9 a.m. - Budget Review Subcommittee on Justice and Judiciary. Members will receive an update from the Department of Juvenile Justice, High Acuity Mental Health Facility and Services Contract, and an update on the medical services contract with the Department of Corrections.
10:30 a.m. - Budget Review Subcommittee on Health and Family Services. Members will receive an update on the implementation of House Bill 695 and a status update of the Medicaid budget.
10:30 a.m. - Budget Review Subcommittee on Transportation. County priority projects, county and city bridge improvements, and transportation alternatives are on the agenda.
11:30 a.m. - Make America Healthy Again Kentucky Task Force, co-chaired by Sen. Shelley Funke Frommeyer, R-Alexandria. The inaugural meeting will include introducing members, reviewing the purpose and goals of the task force, and discussing possible topics that will be covered in the interim.
1 p.m. - IJC on Appropriations and Revenue, co-chaired by McDaniel. The meeting will include updates on major economic development projects in Elizabethtown and Hopkinsville as lawmakers hear from the Kentucky Cabinet for Economic Development, Blue Oval SK, and Ascend Elements. The agenda also includes discussion on the use of nickel taxes and strategies for school facility funding. The Kentucky Department of Education and the School Facilities Construction Commission will provide input.
THURSDAY, JUNE 5
9 a.m. - IJC on Agriculture, co-chaired by Sen. Jason Howell, R-Murray. Members will hear testimony from the Kentucky Farmland Transition Initiative during this first meeting.
Several new task forces will begin work in the interim, focusing on priority topics the legislature has identified. They include the following.
The Make America Healthy Again (MAHA) Kentucky Task Force, co-chaired by Sen. Shelley Funke Frommeyer, R-Alexandria, will explore ways to integrate the principles of the MAHA movement and review strategies to improve health outcomes in Kentuckians. This task force resulted from mirror legislation filed by Funke Frommeyer, in SCR 61, along with Rep. Matt Lockett, R-Nicholasville, and HCR 41.
The Disaster Prevention and Resiliency Task Force, co-chaired by Sen. Robin Webb, R-Grayson, will study, review, and make recommendations regarding current and future policy needs to address risk assessment, strategic planning, natural disaster prevention, response efforts, temporary housing, and relief strategies in Kentucky. This task force was outlined in SCR 67, sponsored by Webb, and House Concurrent Resolution (HCR) 78, sponsored by Rep. John Blanton, R-Salyersville.
The Air Mobility and Aviation Economic Development Task Force, co-chaired by Sen. Brandon Storm, R-London will study and make recommendations regarding innovations in aviation and advanced air mobility, actions other states are taking, economic development opportunities surrounding advanced air mobility and the aerospace industry, and actions and policies needed to support aviation-related economic development at both large and regional airports across the state. This task force directly resulted from Senate Joint Resolution (SJR) 66, sponsored by Sen. Frommeyer.
The Artificial Intelligence Task Force, co-chaired by Sen. Amanda Mays Bledsoe, R-Lexington, will continue its work from the 2024 Interim, examining the future of this exponentially advancing technology. The task force promotes innovation and responsible governance of AI across the state. Last year's efforts resulted in the passage of Bledsoe's Senate Bill 4, which established a framework for AI in the public sector.
The Kentucky General Assembly takes the housing crisis seriously, so the Housing Task Force will continue. Co-chaired by Sen. Robby Mills, R-Henderson, it will continue its work to identify and address the commonwealth's ongoing housing challenges. Building on the progress made in 2024, the task force will examine issues impacting housing availability, affordability, and development across Kentucky.
