On January 12, 2026, Jessie E. Click, 56, of Annville, KY appeared before Judge Henria Bailey-Lewis for arraignment in Case #26-F-00005.
Click was arrested by Deputy C. Collins on January 11, 2026 while patrolling US 421 in the Tyner area. Deputy Collins reported in Uniform Citation #FE43537 that he observed a 2004 Chevrolet Impala turn onto US 421 from Mildred Road at a visually high rate of speed and without stopping for a Stop Sign. Deputy Collins reported pursuing the vehicle at speeds reaching at least 70 MPH.
Deputy Collins activated his emergency equipment and attempted a traffic stop at the intersection of US 421 and Hwy 3630. The Impala activated its turn signal and turned into the parking lot of the Corner Quick Stop while traveling at speeds of 50 MPH. However, the vehicle did not stop; instead, it traveled through the parking lot, between gas pumps, and onto Hwy 3630E. The Impala continued on Hwy 3630E until it made a high speed and sudden turn onto Zekes Point Road, nearly crashing. The Impala continued on Zekes Point Road traveling at least 60 MPH until it crashed while attempting to turn into a drive way.
Deputy Collins reported observing the driver, later identified as Jessie Click, running into a wooded area from the vehicle. Deputy Collins issued verbal commands to stop running. However, Click ignored the commands and continued to run until Deputy Collins caught up with him. Click ignored multiple verbal commands to put his hands behind his back. However, Deputy Collins was able to put handcuffs on Click without incident.
Click told the deputy that he didn’t want to go to jail and that he was driving without a license. A search incident to the arrest located a small plastic baggy containing a leafy substance which was recognized and suspected to be marijuana. Deputy Collins reported that Click’s speech was slurred and his movements were erratic. A field sobriety test was administered and Click was determined to be impaired and under the influence.
The registration for the Chevy Impala was determined to be cancelled in 2020 and no insurance was on the vehicle. Click confirmed that he had purchased the car but has not transferred it to his name. Deputy Collins also discovered that Click had two prior DUI convictions, and two prior “driving on a DUI suspended license” convictions. Click’s license is still suspended for DUI. Click refused to comply when a blood draw was requested.
Click was transported to the Jackson County Detention Center where he was booked and charged with Disregarding a Stop Sign, Reckless Driving, Fleeing or Evading Police, 1st degree (motor vehicle), Operating a Motor Vehicle Under the Influence Substance, 3rd, Fleeing or Evading Police, 3rd degree, Driving DUI Suspended License, 2nd offense, failure to register transfer of motor vehicle, possession of marijuana, and failure of non-owner operator to maintain required insurance, 1st offense.
At the arraignment on Monday, Click entered pleas of “not guilty” to all charges. Judge Bailey-Lewis ruled that Click should be considered a “danger to self or others”. A preliminary hearing was scheduled for January 22, 2026. Click remains in custody under a $25,000 bond while awaiting his next court appearance.
As in all cases at this stage of adjudication, the charges are allegations and the defendant is presumed innocent until provided due process and determined to be guilty by the court.
