Temporary Interim Judge Vaughn Holds First Fiscal Court Meeting

Temporary Interim Judge Executive Dale Vaughn held his first regular Fiscal Court meeting on
Thursday, May 14th. The meeting was called to order by Vaughn, with both Magistrates Danny
Todd and Garvin Baker being present. County clerk Donald Duck Moore, Sheriff Daniel Isaacs
and Jailer Brian Gabbard were also in attendance. County Clerk Moore read the minutes from
the prior court meeting. Both Magistrates reported they were preparing for the summer season
and making sure that all the equipment for mowing and summer maintenance is ready for that
task.

Sheriff Isaacs reported that all is going well in his department. Jailer Gabbard reported that
between the state and other inmates, all is well at the Detention Center. “We are currently
having our work release inmates busy cleaning the roadways and other chores. They really
enjoy doing this type of work during the summer and beginning outside.”

The following items were presented to the magistrates by Vaughn and were approved by Todd
and Baker. The letter of support for Jackson County Public Schools was approved, as was the
Annville park renovation.

Jackson County IDA Representative Mitchell Ball asked for assistance from the Fiscal Court for a
lesser dollar amount for a grant discussed during a fiscal court meeting several weeks ago. Ball
indicated that said there was a considerable decrease in the amount from the initial request.
Vaughn also introduced Rick Stiltner Senior Relationship Officer from KACO. Vaughn explained
that with his help, advice and guidance, he was able to get things done in a timely manner. He
also added his thanks and appreciation for all of his help during the last few weeks.
Stiltner said this is his job with KACO and added he enjoyed working with Vaughn and he was
doing a good job. Stiltner said he will do the same when the new elected Judge Executive takes
office.

The next item on the agenda was the bills and transfers, which were approved by the two
magistrates, Todd and Baker. The meeting was adjourned and the next meeting scheduled for Thursday, May 21 at 1 PM.

On Monday, May 18 at 10 AM, Temporary Interim Judge Executive Vaughn called a special
meeting with only one item on the agenda: payment of bills. He explained that at the regular
meeting on May 14th he neglected to add the payment for the election workers and payment
for the constable’s expenses, (which are paid monthly up to $500.00 per constable after the
voting). The item was approved by Todd and Baker.

Vaughn thanked the magistrates and media for attending on such short notice and the meeting
was adjourned.
