Tyner Man Arrested for Alleged Sexual Abuse of Child

On July 30, 2026 KSP Trooper Mullins was dispatched to a residence in the Tyner area of Jackson County to investigate the alleged sexual abuse of a child.. Trooper Mullins had been dispatched by KSP Post 7 that the child had allegedly been sexually abused by Clayton Bowling, 48, of Tyner, KY.

Trooper Mullins interviewed the parents of the child. During the investigation it was alleged that Bowling was drunk and had grabbed the child’s “privates” while at a residence on Big Barn Road. Apparently, the incident had allegedly occurred just prior to the interview conducted by the officer.

Upon receiving the information Trooper Mullins went to the residence to interview Mr. Bowling about the allegations. Trooper Mullins was allowed into the residence by the owner. In Uniform Citation #FI63376 Trooper Mullins reported that he observed Mr. Bowling laying on the couch and he seemed extremely drunk and had slurred speech. He was asked if the child had been at the residence and he stated first that no she had not.

Trooper Mullins then spoke with the owner of the residence who stated that the child had been there visiting. When asked if they had observed anything happen between the child and Mr. Bowling and she stated that she had not. However, the owner did state that the child had informed her of the allegations and they drove the child down to the end of the road to get picked up by their parents.

Trooper Mullins asked if there was anyone else in the house that could have seen what happened and was informed of another potential witness who was there the whole time. Trooper Mullins spoke with this potential witness who reported that, yes, they observed Mr. Bowling grabbing the inside of the child’s legs in the living room. The witness reported the child being very scared after the incident.

Mr. Bowling was asked about the allegation and if any of it was true. The uniform citation reports that Mr. Bowling became very upset and stated that he had not done anything to the child.

Based upon the preliminary evidence gathered, Mr. Bowling was placed under arrest and read his Miranda Rights. He was transported to the Jackson County Detention Center and charged with Sexual Abuse, 1st degree.

Bowling appeared before Judge Allen B. Roberts in District Court on August 03, 2026 for arraignment. The case is being processed as 26-F-00068. Bowling entered a plea of “not guilty” to the charge and a preliminary hearing was scheduled for August 10, 2026.

As in all cases at this stage of adjudication, the charges are allegations and the defendant is presumed innocent until provided due process and determined to be guilty by the court.
