Sheriff Isaacs & Chief Bryant Showcase a "Zero Tolerance" Policy on Narcotics
Jackson County Sheriff Daniel Isaacs reported to the public that in a joint effort between the Jackson County Sheriff's Office and the City of McKee Police Department on Thursday May 8th, 2025, three individuals were taken into custody following the execution of four (4) warrants of arrest in addition to several Narcotics related offenses. Narcotics of different variety were seized from the streets of Jackson County in addition to several items of Narcotics paraphernalia.
The arrests and Narcotics seizures stemmed from an investigation regarding following up an a potential lead on a location for one of the arrested individuals, Dustin Rowland, 36, of McKee, KY in the 10000 block of Highway 2004. Rowland was known to have two active warrants for his arrest. Units responded to the area described and located Rowland outside of a residence in a vehicle with a passenger, Sandra Lambert, 64, of McKee, KY.
At this time of contact a strong odor of marijuana was coming from the vehicle. All occupants of the vehicle were removed, Rowland was taken into custody and a search of the vehicle was conducted. Throughout this search the passenger, Lambert, openly told law enforcement she had drug paraphernalia in the vehicle in addition to having Heroin. Units seized several Marijuana "Dabs" from this contact in addition to the aforementioned Heroin and several pieces of drug paraphernalia.
Throughout this investigation a vehicle was observed encroaching upon units' location, and was observed stopping in the roadway and slowly backing up before shooting up a driveway in the area. Due to the high crime area units' were in and the reasonable suspicion that criminal activity could be involved, Deputy Sheriff Chris Baldwin initiated a traffic stop on a blue Toyota passenger car that was found to be driven by Mark Hisel of McKee, KY.
Throughout this secondary contact in this narcotics investigation units located two "rocks" of a clear substance that is consistent with crystal Methamphetamine in addition to two clear plastic baggies containing suspected Marijuana, a yellow capsule determined to be Gabapentin, and a white powdery substance tightly packed into aluminum foil suspected to be Fentanyl.
Dustin Rowland was transported to and lodged in the Jackson County Detention Center on his two warrants charging failure to appear in addition to the charges of: possession of Marijuana and Drug Paraphernalia (buy/possess.) Rowland appeared before Judge Allen B. Robertson in District Court on Monday (May 12, 2025) for arraignment. Rowland entered a guilty plea to all charges and was sentenced to 60 days in jail.
Sandra Lambert was transported to and lodged in the Jackson County Detention Center on her two warrants charging Probation Violation for Felony Offense and Failure to Appear in addition to the charges of: Possession of a controlled substance 1st Degree (Heroin), Drug Paraphernalia (buy/possess), Possession of a Controlled Substance 2nd Degree, and Possession of Marijuana. Lambert appeared before Judge Allen B. Robertson in District Court on Monday (May 12, 2025) for arraignment. Lambert entered pleas of not-guilty to all charges. A preliminary hearing was scheduled for May 29, 2025. Lambert is being held in custody on a $10,000 cash bond while she awaits her next court appearance.
Mark Hisel was transported to and lodged in the Jackson County Detention Center on the charges of: Possession of a Controlled Substance 1st Degree (methamphetamine), Drug Paraphernalia (buy/possess), Possession of a Controlled Substance 3rd Degree, and Possession of a Controlled Substance 1st Degree (Fentanyl.)
Sheriff Isaacs reported, "This investigation is our effort to showcase to the citizens of Jackson County that we have a ZERO tolerance policy on illegal Narcotics in Jackson County and that we will all work together to seize whatever Narcotics we can off the streets."
